Our commercial and cost advisory services encompasses allocation of commercial and contractual risk allocation and management. We deploy qualified quantity surveyors to assist our client’s project team in these tasks. We provide such services at various stages of the project, viz. pre-bid risk assessment, at the time of contract formation and subcontracting stage. Residential building projects
Provided advice on design liability of a Design & Building contractor under modified REDAS form of contract used with option module for employer’s architectural design. The issues surrounded on the liability of the main contractor towards the deficiencies in the pre-award design that resulted in revised design to be carried out for the statutory compliance.
Provided contractual and commercial advice to the Developer of a PPP metro rail project in South Asia during the finalisation of Concessionaire Agreement with the government authorities.
Advised an EPC contractor (consortium of three major players) in a metro rail project in Middle East in putting together major subcontract framework.
Provided bidding assistance to an international engineering consultant in the area of claims speciality and delay analysis specialist in a mega port development project in South East Asia.
We provide day-to-day contracts administration advisory services on retainer basis to our client’s project team that would enable our clients to safeguard their interests by preserving their rights and understanding their obligations under the contractual framework in timely manner.
We assist our clients in scope issues, delay matters including issuance of delay notices and submission of particulars of delays in timely and in the manner required under the contract, identify & establish changes to the scope of works and its implications to the time & costs of the project. Residential building projects
Provided day-to-day contractual and commercial advice to Design & Build main contractor including drafting contractual letters on retainer basis in a high-rise residential project of more than 700 units. Complex extension of time and additional costs issues arising out of changes to the employer’s requirements resulting revision in approved design of various trades including MEP and BMS were dealt effectively. The contract form used in this project was bespoke form of an international Project Management Consultant (PMC)

Advised specialist contractor of an integrated Research & Development facility project on day-to-day contractual and commercial issues including drafting delay notices and quantifying additional time & costs for disruptions and changes.
Provided day-to-day contractual and commercial advice to a specialist subcontractor of an integrated leisure facility involving exhibition centre and hotel, on retainer basis.

When it comes to the re-measurement or item rate or unit rate contracts, we apply relevant and applicable standard method of measurements and corresponding unit / item rates available under the contract considering measurement & pricing preambles to the method of measurement under the contract (if available). For changes or variations, entitlement for additional costs with reference to the scope undertaken by the client would be established first before proceeding to value a change or variation by using either contract rates (insofar it’s applicable) or new rate built-up from the first principles (labour, material, equipment, attendance and profit components) or market rates if the works are specialised in nature.
For the indirect cost claims arising out of delay or disruptions, appropriate delay analysis technique would be adopted first with the focus to establish critical concurrent delays (if any) in order to demonstrate entitlement for additional costs recovery.

Chamberz provide services in claim identification, notification, contractual entitlement, quantification and valuation of claims, claim preparation / documentation, follow-up, negotiation, settlement and settlement agreement. Residential building projects
Prepared extension of time and additional costs towards extended stay & changes in a Design & Build project for the main contractor under modified REDAS form of contract. Delays and changes included late changes to the employer’s requirements instructed by the architect and the owners. Commercial issues included eligibility for performance allowance for early completion in a delayed situation.
Commercial building projects
Provided assistance in preparation of time and cost claims in a junior college construction project to a main contractor involving various delays to the changes to the precast façade and structural design. Followed by a forensic delay analysis, prepared delay costs claim arising out of extesnion of time entitlement due to various delays in Mechanical, Electrical and Plumbing (MEP) works for a overall period of more than 5 years in a major office buildings project under a bespoke contract between the main contractor and the specialist subcontractor in the Kingdom of Saudi Arabia.

Prepared extension of time and cost claims for an erection contractor in two major cement plant projects procured under FIDIC form of contract for civil engineering works involving delays in mechanical erection works.
Prepared delay and disruption compensation claim for a civil contractor in an airport expansion project in Middle East for airside works.
Advised design & building main contractor on resolution of various commercial / contractual claims in an airport expansion project in South Asia.
Prepared valuation of Air-conditioning and Mechanical Ventilation (ACMV) works for a REDAS Design & Build main contractor that were omitted under a subcontract with ACMV contractor in a major infrastructure project in Singapore.

Solar Power Projects
Provided claims consultancy services to a EPC Contractor in a number of solar power production facilities to ascertain entitlement for extension of time and additional costs including delay analysis.
